2026 Global Symposium on Open Government

The Public Governance Programme of the OECD Korea Policy Centre, together with the Ministry of the Interior and Safety, the OECD and the Open Government Committee of Korea, jointly held the 2026 Global Symposium on Open Government at The Westin Josun Seoul on 22 May 2026. The symposium was held to mark the 30th anniversary of Korea's accession to the OECD and during Open Government Week(1822 May), under the theme "Designing Trust through Open Government: Public Governance in the Age of Participation and AI." Around 50 participants joined from the OECD, Korea, Indonesia and Thailand, including government, civil society and youth representatives, and the entire event was live-streamed on the MOIS official YouTube channel.

 

In the morning session, the OECD officially presented the findings of the Korea Open Policy Lab case study, developed in cooperation with the Centre. The ensuing high-level panel discussed each country's experience on participation, transparency and trust, identifying algorithmic transparency, clear accountability and open data as key tasks for public governance in the AI era.

 

In the afternoon, a multistakeholder international forum followed under the theme "Agile Government, Powered by Participation." Participants shared domestic and international best practices for advancing open government and explored ways to enhance citizen engagement and provide proactive public services. In a particularly meaningful session, youth representatives, public officials and civil society came together to jointly develop and select policy ideas for the 7th Open Government Action Plan.

 

The symposium served as an important opportunity to reaffirm the shared understanding that citizen participation should be institutionalised throughout the policymaking process and to explore future directions for public governance within the international community.
