The Public Governance Programme, OECD Korea Policy Centre hosted the “2025 Capacity Building Programme on Human-Centred Public Administrative Services in Thailand” on July 7–8, 2025, at the Sukosol Hotel in Bangkok. The programme, organised as part of the OECD’s ongoing support for administrative reform in Thailand, focused on strengthening Thailand’s capacity to deliver user-centred public services and align its policies with international standards.

Approximately 30 officials from key Thai ministries and local administrative bodies participated in the event, alongside policy experts from the OECD and its member countries, including Australia, Estonia, and Korea. The programme provided a platform to share international best practices and policy recommendations, with a particular focus on the principles of Government at a Glance (GaaG) and digital transformation in public service delivery.

Participants explored strategies for implementing human-centred public service design, leveraging data for improved decision-making, enhancing inter-agency coordination, and building the capacity of public officials. Discussions also addressed how to tailor OECD policy guidelines to Thailand’s administrative context and ongoing reform efforts.

Thailand has demonstrated strong commitment to administrative innovation, supported by a growing digital infrastructure and a willingness to adapt international standards. The OECD acknowledged these efforts and emphasised the importance of sustained institutional reforms to ensure consistency with global benchmarks.

Moving forward, the OECD and the Public Governance Programme, OECD Korea Policy Centre pledged to continue their partnership with Thailand through policy advisory support, the development of performance frameworks, and closer integration with international platforms. This collaboration is expected to play a key role in enhancing the effectiveness and coherence of Thailand’s public service reforms.

The programme marked a critical step in Thailand’s efforts to internalise the values of human-centred governance and advance its preparations for future OECD membership.
