2011 Bilateral Programme with the General Department of Taxtion, Cambodia

□ The Tax Programme, OECD Korea Policy Centre hosted a Bilateral Program with    the General Department of Taxation (GDT), Cambodia in December, 2011 in    Phnom Penh, Cambodia.

ㅇThe Tax Programme hosted a two-day seminar for public officials in the GDT, Cambodia        on  the subject of International Taxation and Taxation of Financial Instruments.       (December 6-7, 2011, Phnom Penh Hotel)

ㅇHigh ranking officials from the GDT, Cambodia participated in the Opening Session       including H. E. Sim Ieang, Director General of the GDT, Mr. Yos Simaratha, Deputy       Director General of the GDT, and Mr. Vann Puthipol, Director of the Department of       Large Taxpayers

ㅇIn the opening speech, Mr. Sim Ieang, Director General of the GDT, expressed his       appreciation that the Bilateral Programme with the Tax Programnme, OECD Korea       Policy Centre helps enhancing job performances and tax systems and also expected       to have other cooperative projects in the future.

Hosted a Tax Seminar for officials of the GDT, Cambodia

□ Invited renowned outside experts in the taxation fields to give lectures on    International Taxation (Dec. 6) and Taxation of Financial Instruments (Dec. 7)

□ Held a Certificate Granting Ceremony (granted a certificate and a gift) with all        the seminar participants from the GDT, Cambodia in December 7, 2011 (Wed.)

ㅇ Mr. Ratana Eng, representative of the participants (Director of the Department of          Large Taxpayers) extended his gratitude for providing an opportunity to learn about         the latest theory of international taxation and taxation of financial instruments and         expected that the lessons learned will be very helpful when it comes to negotiating         and concluding international treaties in the future. He also added that Cambodia is         about to open the stock market so the lecture on taxation of financial instruments         was helpful in understanding and improving tax systems.

Hosted a KTC Family Local Gathering in Cambodia and Meeting with Korean  Investors/Businesses

□ Hosted a KTC Family Local Gathering in Cambodia and a meeting with Korean    investors/businesses in the evening of December 7th, 2011

ㅇ Many people participated in the KTC Family Local Gathering in Cambodia: 35 KTC Family        members including Mr. Yos Simaratha, Deputy Director General of the GDT, Mr. Vann        Puthipol, Director of the Department of Large Taxpayers and Mr. Wali M. Shaikh, Vice        President of the KTC Family (Deputy Commissioner of Inland Revenue, Pakistan) and        around 40 participants from the Korean Business Circle in Cambodia including Mr. Park,        Gwang Bok, representative of Korean Businesses, Mr. Go, Dong Ho, President of local        accounting firm and Director of KOTRA in Phnom Penh

Visited the Siem Reap Regional Tax Office and Had a Meeting with the Tax    Officials

□ The staff of the Tax Programme visited the Siem Reap Regional Tax Office in     December 8th, 2011 and gave a short presentation on Korean Tax Systems and     programmes of the OECD Korea Policy Centre.
